Nominees for the Board of Directors & Other 2025 Election Information

Election Process

 

Each year, credit union members elect volunteers from among the membership to serve on the Board of Directors. This year, four positions are open for terms of three years. If there are no more nominees than positions available, ballots will not be sent out, and there will be no nominations from the floor. The nominees will be declared elected by consent at the Annual Membership Meeting on Saturday, May10, 2025. If we have more nominees than open positions, an election will be conducted by ballot to all members of the voting age according to our bylaws (16 years of age and over).

 

Other members interested in running for election may submit a petition signed by 287 credit union members. (This number equals 1% of our membership as of November 30, 2024*)

 

Petitions must include signatures and account numbers for membership verification. Petitions submitted must also include a brief biographical statement of qualifications,including the petitioner’s affiliation with Spectra Credit Union (and other credit unions), a statement from the petitioner of willingness to serve if elected, and career highlights. Petitions must be submitted no later than March 26, 2025.

Candidates for Board of Directors

Mary Kappus, Ph.D. (incumbent) – Dr. Kappus retired from the Naval Research Laboratory (NRL) in 2020 as the Head of the Coastal and Ocean Remote Sensing Division. She has BS degrees in Civil Engineering and Earth/Planetary Science from MIT and a Ph.D. in Earth Science from UCSD. Her ties to the Navy go back to a Naval ROTC scholarship in college,followed by six years of active duty in the Civil Engineer Corps and another 20 in the Naval Reserves, from which she retired as a Captain.  She worked at NRL in three separate periods,first as a post-doc in 1991, at which time she joined the credit union, where she has been a member ever since.  She has been very pleased with the credit union over the years. Dr. Kappus wants to help ensure that the credit union stays focused on member service while adapting to the rapidly changing technological and financial landscape. Dr.Kappus currently serves as the Chairperson of the Board.

 

Richard Bevilacqua, Ph.D. (incumbent) - Dr. Bevilacqua has been a member of the Credit Union since 1985. He retired as the Superintendent of the Naval Research Laboratory’s Remote Sensing Division in 2021. He has a BA in Physics and a Master’s and Doctorate Degree in Meteorology and served over 36 years in civilian service at the Naval Research Lab. He has been a volunteer for local and civic organizations. He believes that by serving on the Spectra Federal Credit Union board, he can bring to bear his experience in personnel and fiscal management, as well as marketing, to benefit our Credit Union.  Dr. Bevilacqua served as Chairman of the Credit Union Board from 2018 to 2021 and has served as the Vice Chairperson since 2024. Dr. Bevilacqua also currently serves on the Asset Liability Management Committee (ALCO).

 

Terrance Carty (incumbent) – Mr. Carty is the founder of CoachCarty Personal Finance Services and a volunteer Financial Coach and Mentor with Britepaths Inc.at the Fairfax County Financial Empowerment Center. He conducts sessions addressing key personal finance topics such as credit, debit management, budgeting and saving strategies with clients. He served 20 years in the United States Navy and rose to the rank of Chief Petty Officer, where he was responsible for training and developing enlisted sailors and junior officers. During military retirement, Mr. Carty continues to serve his country at various agencies within the Washington D.C. metro area and is currently serving as a Senior Geospatial-Intelligence analyst at the Naval Research Laboratory. Mr. Carty hasbeen a board member since 2023 and enjoys assisting with strategies and concepts that keep Spectra Credit Union members priority number one. Mr. Carty currently serves on the Member Services and Technology Committee.

 

Arthur Morrish (incumbent) – Dr. Morrish is currently the President of Morrish Deep Tech Consulting,an advanced technology and technology transfer consulting practice. Before starting Morrish Deep Tech Consulting, LLC, he served as the founding CEO of ASPIRE, a new DARPA-like LLC organization for the government of Abu Dhabi,where he built organizational structure, hired the first executive directors and program managers, established processes for starting and running the first international competitions. Prior to his position at ASPIRE, Dr Morrish was VP for Advanced Concepts and Technology at Raytheon Space and Airborne Systems, VP and CTO for several Groups at L3 Communications, and Director of the tactical Technology Office at DARPA. He has a BS degree in Physical Science from the Michigan State University and a Ph.D. in Analytic Chemistry from the University of Maryland. Dr. Morrish currently serves on the Governance Committee.
